Carlos Reyes
As a native Washingtonian, Carlos Reyes’ journey in the real estate industry began more than 15 years ago when he started an online real estate company. Since then, he’s helped more than 700 individuals and families as a real estate broker achieve their real estate goals across Virginia, Maryland and Washington, DC. Carlos now helps real estate agents grow their business and has assisted in the development of the “How2” Series, which teaches business fundamentals, execution and leadership.
Recognizing the diversity of the metro DC area, Carlos founded SMART Settlements in 2004 with the goal of providing multi-lingual settlement agents and a high-quality client experience at a convenient location. SMART has conducted more than 20,000 settlements to date.
Beyond the settlement table, Carlos’ work extends into residential property development totaling over 500 million dollars and investing in real estate-related start-ups. His investments have included MMR and I-Agent. Carlos’ most recent investment was Zoccam, the industry leader in delivering client proceeds from settlements. This work led him to start a multi-million dollar real estate fund in 2017 focused on real estate developers' short-term capital needs.
Outside of the office, Carlos seeks to improve and give back to the community by donating to area non-profits, including Jill’s House and Casa Chirilagua. Carlos enjoys traveling, wine tasting, chess and spending time with his wife and two children.
Hilary Reyes
As a military kid who moved around a lot, Hilary knows what it is like to make a new place feel like home. She began helping others do the same when she co-founded R&R Title, LLC, with Carlos Reyes in 2006, a year after graduating from George Mason University with a Bachelor of Arts in Communications with minor in Media Studies. As a student at George Mason, Hilary interned at Rolls Royce, Conferon, and Booz Allen Hamilton. She brought this well-rounded background to R&R Title, where she managed the post-closing department, ran the front office, and got her Virginia Real Estate license.
After building the company and leaving it in Carlos's capable hands, Hilary was able to design and build two new homes while staying home to raise their children. After the kids began school, Hilary returned to the office (now SMART Settlements). She developed SMART’s marketing strategy, focusing on SMART’s rebrand and presence on social media. You may also see Hilary as the lead at SMART-sponsored events in the DMV.
Hilary loves watching SMART evolve and is proud of its journey. When not at work, Hilary enjoys attending Orange Theory or Pure Barre classes, reading non-fiction books, and being her kids' biggest fan at soccer and flag football games!
Evelyn Miller
Evelyn Miller is Partner and Director of Acquisitions at SMART Settlements. She graduated cum laude from University of Florida at Gainesville and received her juris doctorate from Emory Law School in Atlanta, Georgia. Evelyn’s first job ever was as a real estate agent assistant at the age of 16 and in 2003 she started practicing real estate law at a bustling law firm in Atlanta. She soon moved to the DMV area where she oversaw residential and commercial settlements in DC, Maryland and Virginia. She joined SMART in 2018 after six years as managing attorney at one of the largest title companies in the region.
Throughout her career Evelyn has consulted with numerous government agencies, developers, lenders and real estate brokerages on complex real estate matters and government programs involving real estate in the District of Columbia and surrounding areas. She has presided over thousands of transactions during her career. Evelyn is a 2020 and 2021 board member for DC Land and Title Association and has also served on the Recorder of Deeds committee for DC Land and Title Association. She is a frequent speaker at local housing counseling agencies and she is an educator of realtors. She lives in Oakton, Virginia with her son, husband and extended family. She enjoys weightlifting and interior design.
Rona Jobe
Rona started in the real estate industry in 2001 by providing support to agents and brokerages in California. After graduating from the University of California, Berkeley, Rona moved to Washington, DC to expand her expertise in improving programs and businesses in various sectors – from small businesses to health care, defense, education, technology, social media, non-profit organizations, and for-profit firms. Her focus is on market research, corporate strategies and development, program development, and strategic communications. While living in the Washington region, building her family, and growing in her former career as a management consultant, Rona obtained her masters degree from George Mason University with a focus on science and technology policy and statistics and survey methodologies.
Though she’s worked in various large agencies and organizations, Rona’s heart is in helping small businesses grow through scalable efficient business strategies, online presence, and smart marketing efforts. She enjoys growing and developing SMART's How2 program, which helps real estate agents grow their business in a strategic and systematic way. In her day-to-day, Rona focuses on SMART’s corporate growth, ensuring that the operational and marketing efforts align with its strategic goals.
Rona currently lives in Arlington with her husband, three children, and miniature schnauzer. Rona has previously lived in two other countries and speaks three other languages. She also plays four different instruments and enjoys learning new skills. In her free time, Rona loves to read, travel, run, and cook.
Franklyn J. Salas
As the Director of Sales and Marketing at SMART Settlements, Franklyn J. Salas brings a wealth of experience and expertise to the team. A Certified Master Coach and Master Trainer, Franklyn has a proven track record of leadership in one of the largest real estate brokerages in the DMV area.
Franklyn collaborates closely with the partners at SMART Settlements to drive company initiatives forward, ensuring that the organization consistently delivers the highest level of service to clients and their stakeholders. His commitment to excellence stems from his background and education.
Originally from New York City, Franklyn earned his Masters in Public Policy from Stony Brook University, New York. His professional journey includes serving as the Chief Development Officer for a leading Northwestern Mutual Agency in New York, where he honed his skills in strategic development and client relations.
With a passion for fitness and an active lifestyle, Franklyn enjoys working out, running half marathons, and immersing himself in the vibrant social scene of Washington, DC. His diverse experiences and interests contribute to his well-rounded approach to business and life.
Franklyn's extensive brokerage experience is invaluable in supporting SMART Settlements' agents, empowering them with a deep understanding of contracts and the fundamentals of running a successful business. His dedication to professional growth and client satisfaction makes him an integral part of the SMART Settlements team.

Errol B. Williamson, Jr. MBA
Errol B Williamson, Jr. is the Regional Director at SMART Settlements, and SMART Lending. He graduated from The Kansas State University Summa Cum Laude and earned his Masters of Business Administration from The George Washington School of Business at the top of his class.
Errol is a highly decorated Army Veteran (Desert storm.) As well as several other deployments during his time serving his beloved country. Errol then pivoted and worked for several Wall Street firms including but not limited to UBS and MetLife Securities for well over 20 years. Errol’s next evolution was in higher education as the Director of Recruiting and Admissions for the World Executive MBA Program at The George Washington School of Business, as well as an adjunct professor and guest lecturer and speaker.
Errol lives in Montgomery County, Maryland with his two brilliant daughters. He truly enjoys reading and stratifying his quest for knowledge.
