About the Virginia Communities of Opportunity Program Tax Credit (COPTC)
The Virginia Communities of Opportunity Program (COP), which the 2022 General Assembly [§58.1-439.12:04 of the Code of Virginia] amended and reenacted, is intended to help “decentralize poverty by enhancing low-income Virginians’ access to affordable housing units located in higher income areas.”
Participating landlords who lease property within the eligible Census tract (poverty rate lower than 10%) and accept Housing Choice Vouchers could be eligible to receive an income tax credit.
The participating landlord may be an individual owner, trust, general partnership, limited partnership, limited liability partnership, or elected small business corporation. In order to qualify, applications must be received by January 31st. Applications will be processed by April 1st.
